Joseph Banks was born in 1848. He was one of 600 men present with the 1st Bn. 3rd Regt of Foot during the Perak operations which lasted from 27th November 1874 to 20th March 1876. The troops and a Naval Brigade advanced on the upper reaches of the Perak River simultaneously from two points. Severe punishment was inflicted on the natives, but the murderers were not brought to account for some time afterwards.

Following military service he joined the Bombay, Baroda and Central India Railway in 1884.

The Indian railway companies were largely manned by a mix of Europeans, British, Anglo-Indian and also any religious minority that could reasonably be relied upon to stand with the British in another mutiny or civil disturbances, for example Jews, Parsees, Armenians etc. there were more of some groups in some units depending upon where their community lived and what the local unit was.
The ex British military staying on in India, were a rich source of recruits for the railways. Instructors were provided on attachment from the regular British Army, roughly one SNCO per sub-unit.

In theory, all railway employees could be required to serve in the appropriate volunteer unit, and this was a condition of employment. However, in total, railway companies employed more people than were required for their volunteer unit, so a process of selection would have existed. Age, for instance, would be one limiting factor.

Joseph Banks was awarded the volunteer long service medal on 20th November 1902 (Gazette of India 1066 of 1902 (Harfield). The VLSM was awarded after eighteen years service.

He died on 26th January 1921 at Ambala, India.
