Robert Victor Goulding was born on 1st June 1918 in Cardiff. His father was a Railway Shunter with the Great Western Railway.
The 1939 census shows Robert Victor Goulding as living at The Gables, Reading Road, Wallinford, Oxfordshire, his occupation Police Constable for the Great Western Railway.
